A two-player benchmark for testing turn handling, legal moves, and simple game policies.

Setup and evaluation
Use a small, familiar game to validate a multi-agent loop. Check that each policy moves only on its own turn and uses the legal-action mask. Then compare wins and draws against both random and scripted opponents.
Install with pip install 'pettingzoo[classic]', import tictactoe_v3 from pettingzoo.classic, and create an environment with tictactoe_v3.env().
